He explained the details of the schedule for players to send in their requests to have their characters copied into the PTR. A related link was also given out leading to the WoW website's PTR character copy section.
Anyway, here's the statement released by Bornakk taken from the WoW forums:
The process of copying characters currently in the Public Test Realm queue will only be run from 2:00 AM PST to 2:00 PM PST on a daily basis, but players may still visit http://test.worldofwarcraft.com/ptr/character-copy.html at any time to add their character(s) to the queue.
Bornakk reassures everyone that they are currently working to get all the requests they've received so far copied into the PTR. He invites everyone to participate on the PTR so that players can provide the necessary feedback to help finalize the new patch's changes (http://wow.qj.net/World-of-Warcraft-PTR-2-4-0-Patch-Notes-now-out/pg/49/aid/113375).
