If you can only not access ONE realm then you have a temporary IP restriction, usually due to spamming.
Spamming is:

Shopping, going up and down a wp to refresh the screen in a shop (see gambling)

Game spam: Repeatedly making/joining new games,
The only cure I am afraid is TIME. Usually it clears between 15 mins and 48 hours.
I do not know what you mean about the forums being locked down.
I have had no problems with them

I found a thread on the b.net forums by a representitive of B.net. I lost the link, but it said something like this.

No realm down, but you can be kicked off b.net, or just the game, but you can still log back on.

Same Concequence as gambling
Spamming, (original) repeated use of words quickly in a game or in chat.
Boot off b.net if channel spam, if whisper spam it's no whispering for as long as you are logged on. Just re-log and it will be cleared.
Muleing, repeatedly joining the same game, and leaving.
15 minute ip ban.
Game spam: Repeatedly making/joining new games,
Can Range from 30 minutes-2 days

Ya I've been getting a lot of RD's lately and I can't stand that. I do know that this time I got it, it was for gambling (i.e.--going up and down WP to find better stuff in shop) hey I needed some stuff for my low necro and they RD me...those B!tches. :-D lol

no wonder when bots mess up it angers me so much .. having to wait 24 hours is a pain .. there is rumored ways to bypass realdown on blizzhackers.. i found one that works wit cable modems .. i am not sure about others.. i really dislike bnet for having realmdown.. but i guess it stops there botter problem a little bit.

There is a working cable modem way to bypass R/Ds. It was posted here or bh. 4 dialup just reconnect or use another dialup isp.

strange..i dont know if your theory about the r/d doubles or not.. i use jhj bot, and if i leave it over night and i get realm down. it tries to reconnect to bnet every minute. and if it doubles..then i think itd be a lot longer then 1 hour r/d. i've seen my logs, all my realm downs have been set 1 hour exact. (from botting)

well you mightve restarted it, and chances are it won't stay as 1 hour for a long time anymore cause its gonna get longer
