ok first things first, im putting this up because theres so much blizz sorcys that have either 1) too much str or 2) not the right equips. i dont care if ppl clone the hell out of my character: SaiGoN but i just want this build appreciated.
Stats
str : enough for gear
dex : enough for gear
vit : rest goes here ( 250+ )

armor : bugged tals w/ um,ber, 5/5 cold facet {or} p blizz ormus w/ facet

shield : sanc troll nest {or} head hunters w/ 3x 5/5 cold facets
helm : shako w/ 5/5 cold facet {or} perfect nightwing w/ 5/5 cold facet
belt : arachs
boots : soul spurs
amulet : fletch or perfect maras
rings : 2 x sojs
gloves : magefists
*on second weopon*
6bo cta w/ lidless socketed with P Diamond ( for those gay casters who try n hit u while bo'ing)

p anni ( 20/20/10 ) *of course u dont really need the 10%exp boost since its pvp n rusher*

dont use sanc but headhunters is a nice idea, personally id use a 20/-20% 4x cold die monarch, 1 anni, 10 cold gcs, and the rest as +5 all resist scs, and instead use more energy. but ur way is nice too

Nice build but 2 much into energy, my sorc is on lvl 64(started her 2days ago) and shes got around 500 mana with items, and wat sorc items require dex? And i no this is kinda noobish but wats a fletch?why u need orb 4 back up id max out cold mastery buts that just me

if oyu are going ot use sanct or HH you need a good dex base, 100+
cozz with out dex you can use a shitty shield and get hte same blockrate,
dex=blockrate...

its dex+ the shield % and ur clvl, also u should max cold mastery, thats where most of ur dmg comes from

well on my build my orb/blizz build pretty much does good.. and fletch is +2 sorc skills 20 fcr bonus life and mana.. with str.. but your going to need dex, this is an all around duel.. not a target frenzy for you and get hit about 10 times on a tweaker ww barb
if your going with mana.. i mean that your going to need to tele and blizz a lot.. ALL AROUND BUILD, meaning you fight sorcys too with tele.. so much teleing going around even i lose mana at 1k
and by the way.. the cold mastery.. after your equips.. its going to be around lvl 20-30. would u honestly want it to be lvl 40? when your orb can spread ice bolts everywhere and do dmg?

Well the more cold mastery the better i think so if ur fighting Dclone(95 cold resist) and u have around -200 to enemy cold resist, he'll b crippled. Oh and how much dex wud u recommend if i wanna use a 20/20 monarch or headhunter?

dont use any dex otherwise your gonna be spreading your stats way too thin. if u need 156 str for a monarch+vit+energy u wont have much for dex

sorcs dont really need block rate unless they are meleers. my sorc has base dex and shes fine, altho sh ehas liek 3% block rate lol but that dont matter. it salmost expected for a sorc to be hit the first or second time they attacked so who gives a shit. build pretty good except i dont like orb as starting to be maxed. it be better with 1 pt if u truly feel the need to have a pt in it. but ya other than that its good

-200 is basically overdoing it. Every monster is capped at -100% at all resists.
Block rate is not necessarily an important aspect of a good sorc build. Not recommended, since you have natural teleportation. If you miss a block, you will most likely die in one hit, so if you put more points into vitality, it pretty much guarantees you that your character will be able to survive at least one hit.
If you want more mana, or more mana regen %, use Silkweave or Marrowwalks instead. Remember that Marrowwalks give stat bunuses which are just as good as the ones from soul spurs, and they give more defence as well.

like souls (h8 em) got poison immunity with conviction, but it's only poison who cares. the only bad thing is that cold mastery doesn't make immunity go down, other than that its all cool.
and for pvp where's ur cannot be frozen??? every1 always gets that.. replace one soj with raven???

That would be because that Conviction and Lower Resist are at 1/3 affect versus Immunes, and Conviction, unlike Lower Resist, does not lower Poison Resistance.
