well...hero editor doesn't work on my computer, and udie2 is less customizable, or w/e, wish i could work HE...anyone know what language its in?

Hero Editor is in Visual Basic.
You will NOT want to make your own editor.
You'll have to know the Diablo II character file format (offsets and such),
and the new format for 1.10 items, and all the new attributes.

Most guides on the .d2s format is outdated (for 1.09)
and only a handful of people have the actual info.
(Zonfire99, UDieToo, and ChaCha).

Just a little FYI, the source for Mastadex' Hero editor (the one Zonfire was based on)
has been released, so that should help. But again, I advise against you making your own, since it will just be a lot of wasted effort.

Mind telling us why Hero Editor doesn't work? Any error messages?
Also, if you haven't already, try patching your Hero Editor from version 0.80 to 0.82.
It might help.

i highly doubt that, mostly c++ i would bet.

First of all, the Zonfire Hero Editor, upon running the installation file, installs the Visual Basic Runtime files. So I'm pretty sure it was coded in VB.
Most editor authors on Diablo II use Visual Basic. It seems to have become the standard for them.

Anyway, if you're still really interested on this, I have some 1.10 data I dug up for you:
