How does faster block rate work?
Is it how much you will block % on your shield, or how many times you are avible to block in a row?

Simply put, it's the time it takes for you to block an attack.
In Diablo, there are 25 frames per second. Paladins have the best blocking speed in the game, and get a 3 frame block rate just by activating Holy Shield. Werebears have the slowest blocking animation in game, and block at an aweful 12 frames.
