I found the following circlet:

The only char who would need it would be a pvp barb imo.

Lets go thru stats 1 more time
.+2 Barb skills = yes that is maximum for a circlet which is nice 10/10 there.
+20FCR = well its not the most ultimate but it will do on a Singer BARB, 6/10
rest of stats = not to be rude and mean and whatsoever but it would only get 1/10
Resist = hmm mediocre 5/10
.Overalls = 9/10 on a singer barb if u smacked a Shael into it = 20fhr, else it would suck :/ even +xx str is not even needed if u go for Singer barb u wont carry around with stuffs like Arky+2, ( not of what i know of.... usually 50%allres Viper30%fcr).
