Well, first try disabling all antivirus/spyware/firewall protection, aside from that we may need some more details, like what OS you have, what connection you have, etc.

I've disabled every antivirus, firewall, and spyware protection. Running windows XP home edition on DSL connection with a Netgear router.

I was thinking maybe someone could make me and account and email the details to me and i'd just change the password. Maybe it would work.

Make sure that every single phonejack in your house (save the one your DSL is hooked up to) has a DSL filter on it. Also mabye check what realm you are going to be playing on etc. Do you get this error on every realm? And do you also get this error when trying to play Open B.net or just closed?
Also just so you are aware of the scam, even if you change the password on an account that someone else created, a more dishonest player can have it set up for Password reocovery, where Blizzard would e-mail the new password to the unscrupolous player after you've spent a couple months accumulating wealth.

If your router has a gaming mode, enable it. I am not that familiar with NetGear routers...
Try reinstalling Diablo II or using the internet without a router (you might need to install software that came with the modem that you don't need if you use a router)
