wait 30 minutes and try again. if you log in and out of accoutns too fast, or switch characters too fast that happens. it also happens if you join and quit games in a short amount of time. if you want 30 minutes and it still doesnt work, i have no idea.

yea, i get that all the time. i hate when it happens! this might not affect it, but i have such a fast computer that when im baaling someone i will create games too fast and get banned. then im so ansy to get back on that it just bans me for longer it seems like. o well, best solution, play CS for 1/2 hour, go back. still banned play for an hour then come back.
o, u could always just change ur ip.
