I need to know two things:
A) What should the ratio of Vitality to Energy be?
B) In what order should I max the following skills: Ice Bolt, Frozen Orb, Cold Mastery, Telekenisis, and Energy Shield?

Level ice bolt to 20, then place points in Orb/master (I alternated between lvls). Place a single point into ES, and place the rest into telekensis. All extra points afterwards place into ES. Also spend the two points to get shiver armor somewhere along the way for a substanial defense boost.
As for Vita/Energy... Its a toss up. From what I have seen if you are 100% completely outfitted for damage/FCR/Regen then you can squeak by with under 80 points.
But I personally found that if you don't have very good gear or are using it to MF, there is no harm in having like 100 in vita and about 300 in energy. With high levels of ES much of the damage gets deferred to your mana, and with a good Insight merc it will rarely rob you of all mana. On a side note if you are going to put scads of points into energy, don't forget totally about vita. Poison damage still passes through ES.

blood are u joking? 0 energy? the whole point of energy shield is to absorb damage from life to mana. even thought telekinesis reduces the damage, you need mana. and what about mana burning monsters huh?

what gear u will use ?
if 10x bmanas u just put into vita
if u will use jsut life/manas scs
u will need like 50% for life / 50 % for mana

You don't really need VIT for an ES build, since mana gives more "life" than VIT.

why would i put it mana though when i never run out even when i get hit by things? the only time i've ever run out of mana was mana burn guys...and more mana wouldnt help with them, since they burn it all up

You're either lying or you're just damn lucky. You need 100 in energy, you should have at least 1k mana.

yes cause mods lie all the time...i just know how to build chars so that they dont run out of mana without wasting points. i'm sorry if you dont, but its not my fault

Blood, if you have 95%ES, you will need much, much more mana than any other build, because your mana is your life. That's why mana boots and other pieces of such equipment are very expensive. For example, if someone deals 7k physical damage to you, you will first calculate the PvP penalty:
7000x0.17=1190
then let's say some DR%, for example 8% from Eni or CoH:
92% of 1190=1047
So, instead of taking 1047 damage, 95% of that gets taken from your mana, so you will only lose:
1047/20=52 life.
That's the reason for 95%ES sorcs are BM. Some of them can have ~5k mana, with awesome regeneration, meaning that they take so little damage, due to that, they don't even go to their FHR frame.

Therefore yours isn't a full ES build, which is fine for most duels, I believe. Also, it won't be BM, because you probably don't have too much mana. Pure ES sorcs can tank like 5 Tornados before they lose their mana, in the process of which they will lose ~200 hp.

my sorc has 2.1 / 2.7k mana / 70-73 es
and i tank alot

ur mana will get burned really ez
and u will die bcuz of low life
then if u get 95% es with 5k / 900 life will be gfg char
but ur char will get low dmg

Ya we are speaking of a pure ES build here so ofc you have 95%, and if you know how to build it properly, you can still get sweet damage.
Putting points into mana is useless if your build is not pure ES.
