2x cta's cost more than 2x hotos, + 2x hotos give the same amount of skills for a barb.
Doomz sucks as a main weapon, get a griefz or at least a ebotdz.

I would not recommend making a barb if you are not super rich, you really need to have amazing equipment in order to own.
I see that you are Europe non-ladder. I have a few friends on NL and I could maybe get them to show you their equipment.

I know what a bugbelt is, my clanmate has on NL, however these are disallowed in many GM duels.

about Barbs.. like frater said, you will need to be semi rich in order to make a barb. so i'm not sure the point of you making one for PvP as you will only be dissapointed/able to beat similar people who are not rich.
as 2ndary gear you will try and use 2x Dooms if you have stash space or 2x Um wizzy's or w/e else you can hold in your stash, for main/default gear, read above. you will need to hit 37% (i believe) FCR as a BvC which you currently have...0. You should follow frater's suggestions as default gear (yes ebotdz would be a 2nd to grief, i think) and base gear around that. 37%FCR is a must, 48-86% fhr is a must, angelics aren't crucial given right charms (pref. max/ar/life if not than ar/life with a few fhr/res and life/res scs). You must also hit the 34ias breakpoint on your main (i think left?) wpn, hopefully you can reach the 39? ias (hlp plz) bp for conc/zerk with an axe. otherwise, he's dead every time w/o the FCR breakpoint or FHR...
you guys have to understand that you need to build a char OFF OF YOUR GEAR to have it be viable PvP ... PvM you could find/shop everything if you needed to, PvP is so different it's amazing. You need to have the gear before the char and have the proper gear to actually have a chacne... d2 is so gear dependant it's outrageous (thx to mass dupes of currency i.e. hrs and sojs), any1 can obtain the gear, so you have to ahve it as well... if we all had to find everything and trade that way.. the game would be MUCH more skill dependant..(not that i'm against having sexy gear)

Bone necs aren't all that good. If I were you, I'd get a real fortune first and then make a PvP char.

unfortunately.. for PvP, there really is not.
If you feel like getting owned in Pub games or hardly winning, then any build will do, a hammerdin would probably be the cheapest as an all around dueler. You won't have many P-Combats (as they cost 3hrs on us-east scL), but you should be able to make him fairly decent and easy to Bad Manner (BM) in any public duel game. Grab some absorb gear, get 125% Fast Cast Rate(FCR) and hit a decent, mid-level Faster Hit Recovery (FHR) breakpoint as well as having 75+ resists (hopefully 100+) in hell. After that you should be fine.
However any good PvPer will be able to kill you with ease. To repeate... PvP in this game is sooooo Gear Dependant (your equipment makes up easily 90% of your PvP success)... given that you won't be able to obtain any of the great gear without investing 50-100 HRs into a character, your character is going to be really lacking in respect to the other people's who either trade well / ebay / or bot.
i just sold the wpn/shield/circlet/1 ring and 9x GCs from my fire sorc and got back the equivalent of 180 HRs... i have yet to sell her other fcr ring and her life/mana scs... i expect to get between 250-300 HRs from her gear when i sell it all. my barb's charms... Just His Charms have sold for 180 hrs. factor in the rest of his gear and he should be right around the same as the sorc...
in no way did i pay that much for either one of them... the key is to trade wisely and you will find yourself becoming more and more rich. i do not and have never botted, i just trade for profit. that's all you have to do and you will find yourself able to make that barb you want to.
i suggest making a hammerdin or even a smiter if you want to BM people. to get both to a decent PvP level you shouldn't have to invest much.
Frater may be able to help you out in regards to an "OK" PvP build, regardless of BM or GM duels that you will be semi-successful with... those are my two suggestions.

CTA 4 + Hoto/wc sword give more than just 2 wc sticks.
db_jynx had a good idea, namely in order to make a hammerdin, but unfortunately you will only be able to own noobs. Good PvPers make short work of almost any hammerdin, unless the hammerdin is super godly (whisp *http://www.ebay.com on Europe Ladder SC). If you do decide to make a Hammerdin, concentrate on like mentioned before 125%fcr, full resists, decent FHR% and try to get as much DR% as possible in there. Having items with as high def as possible help, since your Holy Shield boosts defence a lot. One of your greatest opponents is a bvc, and they will have trouble against you if they don't use Angelic for AR, in the case of which they will be cutting down on other things. Let me know if you're interested and I'll help you out.

This is what I would do, maybe people would add some info in:
Helm: Circlet +2 Pala 20%FCR. Besides that, STR, DEX and life would be nice. 2 sockets would be better than those mods though, so you could just settle for a magical +2 pala 20%fcr 2 sox, if you want to be cheap.
Amulet: +2 Pala 15%fcr +mods
Armor: Enigma of course
Weapon: HOTO
Shield: Zaka 200% Ber or eth Zaka 200% upped. I would go for regular Ber.
Gloves: Trang's
Belt: Arach
Boots: Shadow Dancers +25 DEX or eTreks or Waterwalks.
Ring1: SoJ
Ring2: FCR ring with nice mods.
Trangs, arach, ring, hoto, circlet, amu = 125%fcr which you need for PvP
The advantages of using Zaka instead of Spirit:
1) More def
2) 1 extra socket
3) More damage
4) Nicer mods
5) MOST IMPORTANTLY! If you use Zaka instead of Spirit, and the equipment that I suggested above, you can get away with max block with base dexterity, meaning that you can make a full vitality build.
Why I chose Dancers:
1) +25 DEX helps a lot to achieve max block
2) 30%FHR
Treks are also decent, some extra STR, which you would need only for Dancers, so lol. VIT is also sweet, but not vital. If you get nice rare equipment with sweet +STR, I would take Dancers over Treks anyday.
Waterwalks are also nice, especially the +life but they have their disadvantages:
1) The +DEX on them is nice for max block, but Dancers give more
2) No FHR
3) 5%max fire resist is nice, but remember that if you want to duel GM, you won't be able to switch from SoJ to Dwarf Star, as any kind of max resist already counts as absorb.
Mods on ring, amu and circlet to look for are extra dex and str, so that you won't need to put any points into dex and str. Extra resists would be sweet as well. Then of course, you could use some extra life and mana.
Now, your problem is going to be DR%, but if you have a 2sox Circlet, you can put 2xBer into that, then Zaka with Ber and Ber in Enigma, so you will have 32%, which is not great, but it will have to do for a Hammerdin.
The disadvantage of this build would be little tweakability. You can change your equipment only very little, if not at all. In your stash, you should have 4 sox Sacred Targe +45 all resi with 4xPSapphires, which you will put on when fighting Cold Sorcs. Or, you could substitute SoJ for Raven (only either Raven or 4sox shield, both are BM), SoJ vs Dwarf if vs Fire sorcs or SoJ vs Wisp if vs Light sorcs or Trappers.
Just remember that 1 absorb per element is allowed in order for it to be GM duels. Items like stacked resists also count as absorb. If for example, you are doing team duels vs different sorcs or so, using your resi shield and Dwarf are fine, since they are for different elements.
Now, all the equipment that I mentioned above is not super expensive. Now there are 2 things that I have not mentioned, inv and FHR:
Anni, Torch, both as high statted as possible. Try to get +20 stats right from the beginning, the resists aren't all that important.
Now, try to fill your inv with PC skillers with as high life as possible. At least, get 9 naked ones at first and as you get richer, start substituting them for lifers.
The last thing, FHR:
Frames: 9 8 7 6 5 4
FHR req:0 7 15 27 48 86
Ideal would be a 4 frame recovery. If you use Dancers, you will automatically get 30% from there, putting you into 6 frames already. Now, this is entirely up to you. You could either put 2 Shaels into your Circlet and sacrifice half of your DR% for FHR%, then just use a PC 12%fhr and 5%fhr sc and get max DR%.
Alternatively, you could use 5xPC with 12%FHR, in which case you would keep your DR%, however you sacrifice potential life from skillers. If I were you, I would do this.
Fill the rest of your inv with 20 life SCs with some mods, such as +def. If you are a little off from your next FHR breakpoint, get some SCs with 5allresi 5fhr (allresi is always nice to have since sorcs are full of facets).
If I were to do this, I would have the eq that I suggested above, anni torch,
5xPC 12%FHR
4xPC +life
11xSC 20 life +resi/def
I hope I didn't miss anything out. If someone has productive comments, feel free to post them, or bash my build for some reason or another.

i completely agree with you on the build...however a few things i'd like to mention:
It does not look like he's going GM PvP.. it looks like he just wants a decent PvP charcter with a minimal investment in HRs/sojs/Whetever your currency that will duel well in Pubs, commence "ez" "e-rage" "nub" etc confused:
Additionally, it doesn't look like he has even that amount of wealth to obtain some of that gear. I play US-East, where a 2/20/2 pally circlet is 10-15 HRs, a 2/15fcr ammy with any dex/str is an easy 10+ HRs, 5/5 scs are 10+hrs, PCombat's are 3hrs plain, PCombat/FHR are 10-15HRs, etc.. you get my point.
Here's what i suggest you do Freak...
1) get all that you can in frater's build
2) attain the 125% FCR Breakpoint ... whether it mean you use Wizzy and/or Spirit (preferablly sacred targe HIGHEST Res you can get on it, gives the best block%)
3) substitute the items you can't get with the best alternative WHILE maintaining the 125% FCR breakpoint
4) get either 48 or 86% FHR (preferably 86% with charms/gear)
5) use as LITTLE str as you can (i.e. use MagePlate Enigma, Torch, Anni) and try and get a +2pally/20fcr/str/dex circlet, resists last (either UM or SHAEL the helm), a +2 Pally/fcr if you can/str/dex/res ammy, and a 10FCR/Str/Dex/Res/Life/Mana ring any combonation of the aformentioned will do (str/dex/res/life/mana), but shoot for using NO STRENGTH and MINIMAL DEX in your build (hard points...stat points)
6) use as LITTLE Dex as you can while achieving Max Block with max Holy Shield.. refer above
7) attain as much Damage Reduction as possible as frater said
8) attain a high life as possible with CTA and Pally Spirit on switch
As far as Charms go:
since you probably can't get PCombats, i'd stack my entire inventory with 20Life/Res and FHR/Res scs as possible.. the more life the better .. if you can't get 20life/res go for 20life/def like Frater said...
There really isn't much left that we can say...
Get your 125%FCR breakpoint
Get your 86%FHR breakpoint
Get Max Block (75% with Holy Shield maxed and on)
Get as much Dmg Red as possible
Spend as FEW points as possible in Str and Dex
Get as high life as possible...
Commence owning nubs. Hope we helped.

Then he can also afford the basic build that I mentioned above. Europe is a lot different to the other realms. For example, if I was quoting ladder prices, it would be 5fg = ist, 15fg or 3ists = hr.
Circlet = 1ist ->10 HRs, depends on mods.
Eni = 2 HRs
Amu = Can be a few HRs but there should be cheaper versions
Hoto = 2 Ists (for Vex, if making it yourself)
Zaka 200% = 3 Ists
SoJ = 2 Ists
FCR ring with abovementioned stats = few ists to a few HRs
PC 12%FHR = HR
PC naked = Ist
Dancers, well I just bought a +25 dex pair for 15 fg, so = 3 ists
Trang's, Raven, Dwarf = Charsi food
5fhr/5@ = HR
Anyway, try obtaining the charms last and just get the basic equipment first.
I forgot to include, ofc have CTA 6 with low str req pala spirit on switch.

Are you serious?? That's incredible.. how's the duping over there, .08 hacked items, etc. ?? I just quit Ladder, sold 1/3 of my stuff on jsp so far and have managed to acquire 2.5k fg so far.. workin on 3-4k by the time i sell it all.

A HR = 5fg at the moment... sometimes you can get 6-8 FG for a Lo or a Sur, however the rule of thumb is 5fg per Mal/Ist/Vex-Zod.

Now you have me thinking, however, is Europe better than East/West? As in are their better Dueling games, less hacks, etc.? I'd assume not, that hacks are hacks, and dupes happen everywhere. Just wondering...pm me or something bro, i'd like to here about it.

Believe it or not, but Griefs are more expensive on ladder. Everyone makes a few before season finishes, so their are too many and people try to sell theirs at all costs since they don't play any more.

We aren't affected by duping all that badly, since also lower rune values are more accurate, i.e. 2xpul = um, 2xum = mal, 2xmal = ist, ist = gul, vex = 2ist, cham, sur = 2.5 ists, Lo, Ber, Zod, Jah, Ohm = 3 ist. It used to be even better before gmerc came out -_- i.e. hr = 4 ists.
Duping has recently become somewhat of a problem because of gmerc, but I wouldn't say that it's out of hand. I have never have anything poof. In NL, we have some hacked/1.08 items, such as Valk, Arky as well, I think, BTals, Bugbelt (Europe only
). I'm not really an expert though, since I always play ladder, but I think that I'm going to keep playing with my Druid in NL now I sold a lot of stuff as well, and hit 1.2k yesterday, but I cannot really get more, since I don't really play that much any more, so I don't have a constant income of items. 1.2k is fine at the moment, and should get me a nice start for next season.As for hacking, I have never met any more of a hack than maphack. Never seen an autoaimer or farcaster in Europe, so I guess that our realm is pretty much clean of that crap.
If you want to, you are more than welcome to start next season with our clan. We are just going to get a few chars going as soon as possible, for a constant source of income (making a clan acc with "communal" chars) and then we're going to get into PvP straight away.
