Are oskills effected by masteries? For example, if i had a sorc wearing 2 dream items for level 30 holy shock would lightning mastery increase its damage?

yes lightming mastery increase all LIGHTNING attacks thats why mellee sorcs are awsome .. you cna just take a normal pvp light sorc throw a dream tiara on her and her shock will do great amount of dmg

liek cahrged bolt ... 11% chance to cast lvl 3 charged bolt when struck sorta thing i think it does also effect that but im not sure

Basically i'm wondering what would happen if i gave a sorc 2 dreams, a dragon and a hoj,kingslayer, phoenix, or destruction.

well 2 dreams means lvl 30 holy shock ( a lot of damag if light mastery is maxed ) dragon and hoj ( a lot of damage is fire mastery is maxed ) and pheniox uhh poop? dont use it.. i think you are trying to make a mellee sorc if you are they already have a guide

The Phoenix could be good depending on the firestorm damage, but i don't know if that is any good. I've read several guides for enchanters and avengers but none of them were using aura items.
