Am researching it now but thought I'd ask too. Can there exist a 2os, +3 nec skill, +3 poison nova, +1 lower res wand?

Necromancer wands only have the mod of +2 Necro skills, and thats if their magical.
If your looking to have a 2os wand with the best mods your can, then you could find a +3 poison nova, +2 lower res, +1 (something) wand. I take it your trying to make the runeword white? For a poison nova build?

now my friend said accidentally sold a 2os +3 pn, +3 lr the other day, but yes nova summon

You can find a 3PnB/20fcr wand with base skills of 3psn nova and x lower resist, and since it's magic, it can get 2os.
Good luck finding one/affording it.
