What is the rank needed to be able to request a username change?

Did you try using the one in the User CP? If it isn't working for you, simply post here what you'd want your username changed to (check the userlist to make sure the name isn't taken), and hopefully Spitfire will catch this thread and be able to change your name for you.
As long as you don't change your username on a weekly basis, I'm sure Spit wouldn't mind changing it for you (as long as it isn't the same as a pre-existing username).
