i don't understand the whole thing, what reason is there to not ally? because their paranoid of being backstabbed? In that case the inevitable will happen. I'd still make friends instead of staying with enemies. That way a nuclear war that eliminates 98% of the population wont happen

To have leverage...if you know you can intimidate the other guy you have more power.
The problem is and always HAS been...what the leader in control of that power DOES with it.
