I believe your talking about open bnet. Your going to need to download hero editor and also a hacked item pack.

Hero Editor is a program used to edit your accounts/the chars on those accounts.
An item pack is any downloadable thing that contains item files for you to use to put onto chars using an editor, such as hero editor.
People cannot use these hacked items or any such editor on closed battlenet, only open.
