Ok all those level 60+ characters you are seeing right now, well its a bug. Some non-ladder characters are showing up as ladder, but they can't play the ladder of course. It just thinks they are registered as ladder so it lists them. Don't be alarmed by this, hopefully it will be fixed soon.

Those characters were on classic ladder, they upgraded them to expansion and got in expansion ladder. Or so some say.
