3 perfect gems (any kind ) = new charm w/random stats works for all charms

no for cubesing items your lvl dosent matter it's the item lvl (ie the lvl of the monster that droped it ) that count the higher the item lvl the better chance of an ubber charm
and seen as baal is the highest monster (ubbr d cepted he drops anni ) with item lvl 99 u can get any mods on (i think) i hope this cleared you ?'s up a bit
