I have a superior arcon plate with 8% enhanced defense on it ( the defense is around 567) and most likely when i socket it it's gonna have between 3-4 sockets but if it is 4 soc should i make a fortitude or chains of honor?

yeh fortitudes great for zealer
do not use coh for pvp. coh is a fine armor for baal runs on a zealot since zealots usually dont have the best resist. but make fortitude. or if ur armor gets only 3 sockets make an enigma. its a win win situation.

Act V: Quest 1: Add Sockets
Normal items add the max number of Sockets depending on the item's level (this is determined by the level of the monster that dropped it) and the inherent maximum number of Sockets for the item's base type. So you may not always receive the "max" number of Sockets.
straight from the arreat summit meaning if the ilvl of the item is high enough it will get 4 sockets, otherwise it will get 3 or less.

coh for melee vs caster(such as elemental casters) :)
