Open/Closed

When someone says open and closed.. wtf does that mean? like i got the east and west thing down, but open closed...whats goin on?

open- here your character files are stored on ur comp, and u can access them, or change them. this is where people go to do all their hack thingies, or whatever ppl do these days, i am not educated of that matter.

closed- this is where your character files are stored on the network, or something like that. you can't access them (well i'm sure there IS a way to get em, probably illegal or somethin' if u know what i mean)

if i made a mistake with these, which i probably did, then some1 else in another post can fix it 4 me.
