Guys, I think that this thread is going to waste... There is nothing godly about near perf uniques, such as a 20-19 barb torch, or a shitty crafted amu... Let's try to keep the standard up... It's like finding Eschuta 2/20/20/20 and saying that it's godly, while it's not...

Well...it's german. But it has -30% req, 20% faster block rate, 30% enhanced chance of blocking, +7 all resistances and 70% ed :)

The Wiz gloves are usually personalized, but I have seen a pair not personalized before. As for them perming by upping them, I would believe that would work. There are other ways to perm them other then using runes.
