Is this belt worth upping?

idk if this belt is worth upping or not. most belts people use are eitgher dungos or anarch but i wasn't sure if it'd be worth anything if i upped this belt. i already upped it once cause it was cheap but the 2nd time would be more expensive and i dont wanna waste the runes and stuff.
