Did you change the jumpers on the back of the hard drives (40g ones) so that one is set as master and one as slave? Or you could have the jumpers on Cable Select.

Have you restarted to see if it worked? Goto your motherboards website and download the latest chipset drivers and bios.

    Question

I dont think its a motherboard problem or bios, Because it reads everywhere (Device manager, On Boot up, in bios) but not in "my computer", but i will do that and get back to you shortly

    MotherBoard: Foxconn
    Model:P4M800P7MA
    Chipset: Via
    Bios:Phoenix
    Bios Version:6.00 PG
    Processor: Intel Celeron 356
    Socket:775 LGA

I couldnt find and update for my bios or the motherboard could u possibly find one, if you need any more info on my pc let me know, and while your at it could you tell if my motherboard is decent?

Ok well the only thing i guess i can think is that the harddrive is broke, so i got another 40 g seagate harddrive from my stash and it worked perfectly not a single problem, now i got one more question u guys might be able to answer i wanna add yet a forth harddrive to the ide cable with my dvd drive on it will it cause damage having them both on one cable?

when the other 'not working' hdd is plugged in Right click My Computer > Manage
Click "Disk managment" under Storage see if it shows up in there. May need to be formatted in there for it to show up.

It wont cause any damage. But i normally try to keep Optical drives and HDD's on thier own pairs of cables.. Just personal preference i guess. But now all my Pc's i have each HDD and Burner on thier own SATA cable.
