The legendary weapons in World of Warcraft pack some pretty good stats, but why stick with "good" when you can have "better"? Thus, Blizzard forum member Critiane offered this suggestion: have upgrade questions for legendary weapons - especially the staffs.

Reactions varied. Some WoW players shot the idea down, claiming that Blizzard had considered the idea before and eventually rejected it. Others conditionally supported the idea, but recommended modifications to the suggestion, such as having only certain legendary weapons as upgradable (E.g. Thunderfury) or being given a choice of how exactly to upgrade the armament..

Regarding Blizzard's stand on the issue, blue poster Eyonix had this to say:

Obtaining a legendary item is certainly a special and rare accomplishment, and one that I've yet to achieve. With that being said, we don't want someone to get any item in the game and never have to replace it. Like all items, legendaries are meant to have their limit of power and players are meant to eventually find a potential improvement.

We currently have no plans to change our design philosophy and allow these items to be upgraded.

It looks like Blizzard is going to keep the status quo with regard to legendary weapons, at least in the interest of preserving game balance in World of Warcraft.
