New bowazon questions

I'm building my first bowazon,and I have some questions.
first some background(equipment stats ect)
weapon:shaeled windforce
helm:andariels visage with 40/15 jewel
armor:2 choices first one for 89%ias breakpoint is archon fortitude
second one for 147% ias breakpoint is 160/60 archon
plate
belt:not sure,maybe mavs for frw,or dungo for fhr and dr
boots:goreriders or eth treks
gloves:rare 20% ias,15 str,resists(fire and lightning)
amulet:catseye or highlords for 147% breakpoint,maras for 89% bp
ringserf raven and rare str/life/mana/resist ring

now the questions I have are
1:do i need alot of points in dodge avoid and evade?
2:is one frame of ias worth losing the benefits of fortitude?
3:valkyrie,or not?Maybe decoy?
4:any other suggestions on equipment?
My stats are str:none
dex:as much as i need to wear gear
vita:all
energy:none
and I'll have 20 points into guided arrow,and critical strike,1point into multi and strafe,and as many as necessary into dodge avoid and evade.
