War cry barb question

Should I use hel'd wizspike or is it worth using IO'd wizspike

The hels make it 60 Dex req'd so no hels mean I would need 15 extra dex
but is it worth the extra 20 Vita that the IO will give me.

Well I am not toatlly poor but I do want to break the 200FHR and 200% Cast

Arreats is out going with 08 valk wing
I have a 19 anni is my best
and BArb tourch i got 15 I belive
20+19+15=54
Thats why I asked the question

As my gear stands now:

Helm: 30%FCR & 50%FHR
08 Valk Wing Shael'd (Have)

Ammy: 19% FCR
Crafted +2 Barb Skill +8 Res All (Have)

Armor:
Dusk Enigma for now might with other gear I should have 77 str (Have)

Weapons 100% FCR
2x Wizpikes (Dont know what to put in them yet IO or Hel) (Have)

Gloves: 20%FCR
Probably Mage over Trang (Have)

Rings: 20%FCR
I have to Cast Rings with >14 str

Belt: 20%FCR
Arach (Have)

Boots: 20%FHR
Top Choice Grim Spurs (Will need to trade for another Pair)
Treks have 15/14 or 14/14 (Have)

So far 70% FHR
209+% FCR

Inventory:
7x War Cry gcs with 12% FHR (Trading for these have 0)
2 More WC Gcs with Life or Dex (Have)
10 5% FHR Small Charms (Have)
1 Anni (HAve)
1 Torch (Have)

So 134 FHR in the inventory + the 70 from the top gives me 204

Stats
STR Little as I can
Dex Little as I can
Vita All
Energy None

I need suggestion on what to put in the wizard spikes

Also should I get a lower req armor
or with
30 Base Str
19 From SPurs (If I get a new pair)
19 Anni
15 Torch
I guess with this stuff it really wont matter unless some gives me a compeling reason to get a lower req enimga DS it is.

Any one have any feedback
