Well. the easiest build probably depends on person, imo a WW barb is easy
Str-Enough for equipment
Dex-Enough for max block
Vit-Rest
Eng-none

But, to some people the skill or equipments parts may be complicated.

hammerdins are pretty nice for pvm.

the cheapest to be effective in pvm would probably be a blizzard sorc, cause all you need is lots of +skills to boost her damage to a good bit, and you have natural tele, whereas a hammerdin, for tele, they gotta have enigma, and their effective gear is a bit more expensive.

Well unless you happen to be rushing a foh'r or have a merc with the conviction weap a blizz sorc cant beat hell alone. Unless of course you get lucky without conviction and when your fighting cold immunes your merc isnt Iron maiden'd then thats just luck.
Most common pvm is a hammerdin tho, at least for rushing. Sorcs are most common pvm for mf.

elemental druids and zeal pallys are probably the easiest makes for cheap effective characters that also can stand there own in hell, just as long as you do the skills and stats right. hurri druids are by far (in my opinion) the best rushers for nm and up though, since torn does crazy dmg and is phys. and they also got hurricane doin cold dmg.

life stealing shape druids are best PvM char but harder to build and need good gear to be effective
