cause bush is war hungry and drains money for war clinton is a pacifist and opposes war so he kept the military...somewhat small and cared for the americans

Because Clinton came to presidency at a time when previous presidents had already made a halfway decent economy. Plus no one cares about Clintons help to America, his entire time at president is shadowed by the fact that he "had sex with that women". Plus Bush , like many other people, is not a good public speaker. A president is seen as good or bad by how they present themselves in front of a podium on camera. Bill Clinton was a very good speaker, therefore making him more charismatic than Bush. So there you go, why people think Bill Clinton helped out America more than George Bush
