I believe it is connected to some guy at Blizz who counters how many people click on it, and they drink a shot at every 100 clicks that they get, i'm pretty sure that is the one and true reason for the chat gem.

it was going to be used as something else, but Blizz being Blizz they got lazy and did nothing with it, but left it up there for our amusement, as i posted in the last paragraph.
