mf only effects the quality of the item. The game first chooses if its gonna drop an item at all. From there it picks which group of items it will be choosing from. After, this is when ur mf kicks in, it chooses the quality of the item (if this was a superunique like meph, you would have to get AT LEAST a magic item) so you'll get either a magic, rare, set, or unique. So more mf is ALWAYS better. There are no glitch numbers, perfect mf, etc.

with all this said, u could still get a unique bow to drop but even after that you have a very rare chance that it will be a wf. It's all luck. Just keep on workin at it and eventually you'll get something decent.
