In MMO's Dial-Up users don't effect you in any way.
In FPS/RPG games (like CS or D2) your internet connection is important for your ping, but once again, you do not lag other players. It would take an entire realm of dial-up users for this to happen.
Most likely your ping is skyrocketing, lagging you out because the servers are going to crap. They have been for months. I used to have 75fps on shitty DSL. Once the servers went downhill, I had about 10-30fps.
Or it could be CD lag. I had that almost every time I took out diablo.
