Jesus, I didn't think that many people didn't know how to make a char.
NOTE: This is for a AXE barbarian. It will NOT work for swords or mauls.
1. Skills
First of all. There are several skills you'll want to max. These are: Battle Orders, Whirlwind, Axe Mastery and Shout. You'll want to put the rest of your skills on Iron Skin. Don't forget to put one skill on every non-weapon mastery and battle command. They'll help out, trust me. Put no skills on any of the skills not mentioned. You'll want the pre-requisitories. And that's it.
2. Items
I would suggest an Enigma with a very... VERY low strength requirement. Like a light plate enigma or a mage plate enigma. For weapons, I'd suggest one of the two following combo's: Doom (Beserker Axe or Ettin Axe) and Eth Breath of the Dying Beserker Axe, or Doom (Ettin Axe or Beserker Axe) and Beast (Ettin Axe or Beserker Axe)- either would be great for you. Angelic rings and amulet are a must. They make you hit very often with a +life add. For boots I would suggest Imp's, as they are the choice boots for any character. I would suggest high steelrends or dracul's grasp, both are perfect. As for a belt, I'd suggest perfect vitality add Verdungo's- as they're best for any melee character. And of course, the helmet: Arreat's always. If you want it socketed, I'd suggest a 40/15 IAS. It will make your barbarian that much better. Oh- and for charms. You use all the skill trees on a barbarian, so any +barbarian skill grand charms would be great for you. Also, stock your inventory with 100 poison damage small charms and vita small charms. And an Annhilius small charm always helps out. (Alternative Items)
For those of you who can't afford the items above, I would suggest the following: Death Cleaver (maybe socketed with an eth rune), or any other axe that does decent damage. For a shield, I would suggest stormsheild no matter what; as it is the best shield- and without mad damage, there's no point in using double axes. Other good shields would be Medusa's Gaze or even a Lidless Wall. For a belt, Verdungos shouldn't be too hard to get, but if you can't afford that, then get a razortail, nosferatu's, or something else to that effect. Rings: most unique rings are okay. Get a Manald Heal for mana steal if you have none else; also use a ring with stat add, as long as it isn't energy. For an amulet, if you can't afford a +2 amulet of any kind, then use a +1. I highly reccomend Highlords for a +1 amulet. For gloves, any gloves with stat add and/or mana/life leech are good. Same with boots, but gore riders shouldn't be too hard to get, as I find them all the time. For armor, I highly suggest a stone or something with damage reduce. Like the Shaftstop armor, which has 30 damage reduce. Also, a steel carapace would do good. Especially if you put a pul in it.
3. Statistics
Here's what your stats should look like for the best results:
Without Gear
Strength: 40-60
Dexterity: 80-90
Vitality: 300+
Energy: 10-20
I built my barbarian similar to that before, he has 1700 base life, almost 5k life with BO.
And yes people, my barb kicks ***.
