As I said, I have never had the problem, so I am not sure about how to fix it.
However, I have heard from others that Hero Editor doesn't presently support multi-byte character sets. This causes some significant problems on non-English versions of windows, especially versions localized for Pacific Rim characters sets (i.e. multi-byte character sets).
I know somebody said that they solved this problem by configuring something (possibly the icon) to run Hero Editor in single-byte character set mode on their non-English version of Windows. However, I have yet to have someone explain to me exactly what they did.
You might try Start / Settings / Control Panel, and see if Regional Settings has any useful options.
