The Gold and Silver are the different X-Box Live services they will offer. Silver is free and will come with every X-Box 360, it will include: Free voice chat (Even while on single player games or playing LAN), free profile, downloads (Demos, videos, music, etc...), and I'm sure there are thigns I'm missing but that's pretty much what you get. Gold will be the one you have to pay for, no clue as to the price, but you will need to pay in order to actually host and join online games so only Gold can get you into online gaming.
Also the current X-Box has a processor speed of 933 MHZ I believe. The new one should be sporting around 2 GHZ I think, could be wrong of course. The 360 will also have 512 MB of RAM, gonna be handy, and a new ATI card made just for the system. According to the article I read on Penny-Arcade you really don't fully understand how good the graphics are till you've seen them in motion.
Also I've heard rumor that Rockstar is going to start working with Microsoft, dunno if they mean exclusively, but if this is true expect the next GTA, not counting the PSP version, to hit the X-Box 360 before it hits the PS3.
