Emumaniacs.com has quite a few roms. As far as "roms" for cd and dvd consoles, they are called ISO's instead of ROM's. I've been in emulation since 2000 and have seen a bunch of sites go up then back down, so finding roms on the net is kinda hard these days. Zophar.net is a good site for emulators of all kinds and utilities. Some symbols for you to learn:
(PD): Public Domain - roms that were made using utilities, fan made roms
(U): USA rom
(E): European rom
(J): Japanese rom (you'll find quite a bit of these that you wish were in English)
[h]: Hacked rom
! : Good Dump (good dumped roms are ones you can count on working, even though badly dumped roms may work too)
[b]: BAD DUMP (stay away unless you want to trust your "instincts")
[x]: bad checksum (each rom has a checksum, it doesn't have to be good to play but i suggest finding a better dumped rom)
