There are three good all-in-one character editors that I am familiar with. It depends what you want to do with the editor to determine what editor is best for you.
1) Hero Editor, by ZonFire99 (me, lol) - easiest to use for beginners (with a bit of learning), very stable
2) UdieToo, by SRV - excellent graphics, uses game MPQ files, so best for Mod game suppport, best for hex editing (but be careful, this makes it easy to screw up your character file)
3) Horadric, by ChaCha - uses html, so can be used on Mac computers, requires hex editor to import and export character file data, limited support of some features (such as Set items)
Also, an excellent in-game editor is Diabolic, by Mitja. This is the only way to get high Stats with a V1.10 character, after the character is loaded into a V1.10 game.
