They have always banned accounts and cdkeys for maphack. It's because Easymap was completely detectable and in 1.10 everyone used mousepads maphack which was undetectable. The same with bots, the bots were most likely undetectable, the only thing that was effecting bots were the realm downs , or temp bans. Blizzard knew it would be hard to catch the botters so they added the realm downs on games created too fast.
