For the characters files you've downloaded, you need to put those files in the C:\Program Files\Diablo II\save folder.
For Hero Editor, it is used to edit the characters you've made on single player.
After downloading Hero Editor, you extract it and click on the setup.exe. I would call u stupid for not seeing this (sorry).
After, open up Hero Editor and click on the open button on the bottom
go to the save folder as mentioned above (might be there by default) and click on a character to open it. Ta Da.
