The required level for the charm was down to 5. It'd vary alot however. I thought that most any grand charm you pick up in hell would be fine for rerolling....
According to Arreat's Summit each and every item that drop is assigned an item level that is pretty much around your current character's level. Each stat has a required item level assigned to it, so obviously you cant have stats with higher levels then what item level it is. This doesn't have anything to do with required level, you can have a very crappy mod on an item level of 70.
At least that is the impression from I got from what Arreat's said, which is why I just kept rerolling the same charm.
