It's best not to max Avoid/Dodge/Evade because at higher levels the percentage is the same for many levels. Avoid should be given preference since all spells count as missile attacks. Put however many points you have into those 3 skills until you reach the lowest level that will get you the highest dodge percentage. You can only do this if you have all your equipment planned out so you can count out ur total +passive skills.
For your amulet, the +1 skills on the highlord will potentially save you 3 skills points if you end up getting the max dodge% without maxing those 3 skills. Since your critical strike is already at 70% the 30% deadly strike will only increase your chance of double max damage by 10% or so (there's a guide in char development that explains this). If you use The Cat's Eye, you lose the +1 skills bonus and the extra 10% chance to do double ur max, but you gain 30% faster run and 25 dext. I'm not sure, but I think 1 pt in dext is equivalent to 1% enhanced base damage. Also 30% faster run is a definite bonus since it increases mobility.
