I'm s urprised noone has posted anything about mac cloning for cable connections. Comcast uses your computers MAC address (yes, this applies to pc's) to assign an IP address, thus creating a "slightly static ip". If this MAC address were to change, so would your ip. So how do you change the MAC address for courier like Comcast? Simply route your connection through (dun dun dun) a router, and they will use the MAC address of that router. Sooo what good does this do? Well...
Most routers have a feature called MAC Cloning, which essentially changes the MAC address of the router so that it will look like an entirely different computer to your ISP courier (ie. comcast) and you get a new IP Address!
There you go... enjoy.

Forgot to mention how to change the MAC address without screwing up your connection completely...
Well some would say google it, but ehh try to only change the last 2 digits of the MAC address up or down 1 or 2. Don't just make up an entirely new address.. that could be bad.
Also, once you are finished, make sure you flush your router and modem (unplug the modem, plug it back in, wait for solid lights, plug in the router).
Lastly, to be entirely sure your not having anymore D2 restriction problems, clean out your SAVE > REALM folder in D2 directory. Delete the logs and cache files in the root directory as well.
