You need to have D2Loader. Click the link to my D2Loader guide in my signature, follow the first few steps to install D2Loader, and then you can skip down to installing the TorchID plugin (unless you want to make it so it runs without a CD\run multiple copies of Diablo II at once with difference CD keys)

What you do, (and the guide explains it better and has a link to download), is after installing D2Loader, place the downloaded DLL into the Plugin folder in your Diablo II folder (if it does not already exist, create it). Then just use Diablo II and it should work.
