Is this picture already online? Right click the picture and choose properties, it will have a URL. If it is on your computer, you will need to upload it using something like ImageShack

When you have the link, you can post it like this...

EDIT: After choosing properties the link will be under Address (Internet Exporer) or Location (Firefox)
