Er, to what purpose?
All the games you have 'activated' on your current steam account should be accessable if you move to a different computer. Your login/password contains all the info for Steam, and you can only have one person play on your account at a time. As for making a completely new steam account, you should be able to use all the CD key's from your origional products, and again you won't be able to play two computers at the same time on the same game.
Out of curosity why would you wish to make a new account anyways?
