Shiver gives a defense bonus and slows and damages anything that does a melee attack against you.
Chilling gives a slightly lower defense bonus and slows and damages anything that uses a ranged attack against you.
The damage isn't significant. Thus, you look at slowing and defense bonus. The defense bonus difference between the two isn't much, but it is something. It really is a tossup, imo, and personal preference. Ranged attackers are quite dangerous, because they gang up and the ability to slow them is nice, but so is the ability to slow melee attackers if you teleport into them by accident.
Edit: If you'd like to know what *I* would do, in your case... I would put one point into each and let your + to skills take care of the rest and put the points you would have put into either into a different skill. Like a second element?
