One other thing to check, is to make sure your computer is set to use single byte characters.
Use Start, Settings, Control Panel. Run Regional Settings. Look for something about Unicode, and make sure you are using Single Bytes for Unicode. (I have never had this problem myself, but others have told me that this works.)
