I don't think it matters how much Spit posts or stuff like that. Because the topic of this thread refers to the forums, not the actual site, I don't think forums really even need much of an adminship to keep a keen eye every second. Forums are a place where it's the members that build up the community conversation, not the staff.
Luke already built up the forum, now the logical thing would be for them to come...right? Without discussion from members here, new members are less likely to see those nonexistant forum threads while searching Google for "mad hax" or "giev free sojs plox".
Luke adding things like social groups, albums, etc has never seemed to help the forum "go anywhere." Thus, I find it is not the fault of the admins, but rather the members general disinterest (at the current time). Not even giving out Blizz keys in sig contests really helped to make us "go anywhere."
Every forum is likely to have its downtime. This is not the first time a thread like this has been made to ponder the (lack) of activity in the forum. In this period where people may not be dashing around for our downloads, or may be on vacation, we're just in a lull. I'm sure random events that transpire on random days will help to achieve spikes in the forum activity.
