Are 4OS Monarchs incredibly rare or is my pickit setup wrong?

I recently changed it to

[Name] == Monarch && [Quality] <= superior && [Flag] != ethereal # ([Sockets] == 0 || [Sockets] == 4)

After about ~500 Hell runs in the Mausoleum, Pit, and Hole, nothing. Is there something incorrect or am I just unlucky?
your monarch pickit should work, but I like Raded's monarc pickit as well, try his out and see what you come up with, I usually don't find monarchs till acts 4 and 5 though, keep that in mind. I know your supposed to be able to find them before but I haven't much.
