According to inDiablo.de by ingame , the odds to get that in a magical amazon javelin are Chance for desired Affixes : 5:335712 (0.0014893 %)
and thats just for a plus three prefix(Lancer's Ceremonial or Matriarchal Javelin of Quickness)
If you include the chance to get +3 Javelin and spear skills as a staffmod(which is what bonuses to class specific weapons are called)the odds are even higher
as +3 Javelin and Spears skills is pretty rare

is extremely complicated when figuring in ILVL and other variables, suffice it to say that they are extermely rare
and if you want one(which i have not found in 2 years of botting btw) you must have godly luck.
