Break Points

Theres been many threads where people refferate to something they call breakpoints.
They tell it in some way like this:

0%=16sec
8%=15sec
20%=14sec
And so on...

How do you fint out where this breakpoints is, and how is it for the different characters?

Another question is:
How do i know how much block my character have, and can i get more block on my shield than max?

I can't answer your first question, but...
When you check out your characters stats, and put your arrow over the defense of your character, I think it describes what percentage you have to block attacks. The highest this goes is 75 percent. It's one of the numbers that deals with defense under character stats, and that one will tell you your chance to block.
