Cow Lvl Question

in order to make the secret cow lvl do u need to complete every quest or just beat every act?
becuase im trying to make norm cows but then i remembered i killed king but i cant nm cows or hell cows and ive completed both those modes if any1 knows plz responds thanks:p

You should be able to complete it if you killed baal in the difficulty and you haven't killed the king, so I don't know what to say.

also you cant use a wirt's leg from norm in nm or hell mode you have to use wirt's leg in nm to make nm cows etc

hmm i dont know then whos baal btw? i dont think ive killed him yet...

baal is the last person u kill in act5 to go to the next mode

for example when u beat baal in norm difficulty, ur in nightmare, then u can make a norm cow game with a wirts leg u got from norm trist. once u kill cow king u cant make anymore
